    Description

    We offer investment in gold mining in the Republic of Liberia, West Africa. Investment is proposed in the form of acquiring a controlling stake in a gold mining company.

    The optimal expected turnkey investment is approximately $2.5 million. If the investor has their own spare machinery or equipment that can be used to implement the project, this can also be an investment format.

    Proposed distribution of investment income (not including a one-time brokerage commission):

    • 65% to the investor
    • 35% to the license holder and project initiator

    Royalties to the license holder (35%) consist of the following:

    • 25% to the license holder from net profit (Net Profit Royalty) after recoupment of capital expenditures
    • 5% to the license holder monthly from gold mined (Smelt Royalty) to cover payments and resolve administrative issues
    • 5% to the project initiator (subject to their participation in the project as project manager or executive director)

    Minimum investment term - 5 years (commercial mining license validity with priority right of extension)

    • 4 ready-made alluvial gold license areas of 100 acres, each approximately 200 x 2000 meters in size, located along a riverbed with banks, at a distance of approximately 280 km from the capital/port infrastructure, areas for research and development, in one of the best gold-bearing regions of the Republic of Liberia (based on testing results and with the potential to reach ore and mixed high-grade deposits, even these areas will last for at least 3-5 years or seasons of work)
    • minimal mining costs (overburden 2-4 meters, good sand washability, minimum boulder content - up to 100 mm)
    • the working season is up to 10 months a year (excluding August and September - the rainy season)
    • both the Liberian and US dollars are freely circulated as national currencies, incl. cash
    • free export of company dividends
    • legal protection of investor rights with protection against asset expropriation
    • one of the best tax regimes in West Africa (3% state royalty on mined gold, 5% for exports, 25% single corporate tax, 33.1% payroll insurance premiums, the possibility of deferring income tax and single capital tax payments for the period of reimbursement of project capital costs - subject to agreement with the National Investment Commission)
    • minimum wage for local workers (on average - from $150 to $350 per month)
    • state interest in attracting investment in mining, transport, road construction, and other infrastructure sectors
    • investment opportunities in iron ore mining and transportation to the port under a monthly payment A contract with a major mining company.

    Main disadvantages:

    • Underdeveloped infrastructure (may lead to additional capital expenditures)
    • Underdeveloped banking infrastructure (lack of most electronic payment systems other than SWIFT, high fees for VISA bank cards)
    • Lack of reserves assessment results in most cases according to international standards
    • At least 60% of the license-holding company's ownership must be local citizens/companies. This issue will be resolved in the future during the registration of companies for business in the republic (separation of companies - one for the license, waiving the assets of local participants and with a minimum profitability, and a second company for the assets and withdrawal of the main dividends).
    • Potential for epidemics and tropical diseases, need for vaccinations.

    Proposed investment plan:

    1. Preliminary meeting in Moscow, personal introduction: the author provides a feasibility study for the project and explains all the nuances, pros, and cons in detail. Provides information on the Republic of Liberia's mining legislation, official licensing fees, customs duties and fees, and other factors important to investors.
    2. Obtaining invitations and electronic visas from the license holder company.

    11. Purchase of necessary infrastructure facilities for accommodation/renewal of the industrial production license for the license holder (1 to 2 months).
    12. Supply of equipment and machinery (1 to 6 months from the start of investment).
    13. Mobilization of equipment and machinery to work sites, hiring of personnel (if available).
    14. Operational activities.

    Estimated cost estimate for project launch:

    • The budget for the first trip for 3 people "turnkey", including all its tasks, is approximately US$22,000-25,000.
    • Company registration cost - 1,500-2,500 USD
    • cost of residence and work permits for foreigners (project administrator) - 3,750 USD/year
    • real estate rent - from 1,500 to 2,500 USD/month
    • cost of a Category B mining license for 5 years with the right to extend - 50,000 USD (fixed contribution to the Ministry)
    • preparation and approval of environmental and research projects - approximately 60,000-70,000 USD

    Thus, the average project payback period for the investor will be less than 1 year/season (up to 10 months) with the operation of only one washing complex with a capacity of 80-100 m3/hour. Increasing production by deploying additional equipment will reduce this timeframe.
